Vietnam’s recycling codes are defined under national technical regulations (QCVN) issued by the Ministry of Natural Resources and Environment (MONRE).
These codes cover imported scrap materials used as production inputs, including iron, steel, plastic, paper, glass, and non-ferrous metals.
National Technical Regulation on imported scrap iron, steel, and cast iron for production inputs.
Regulation on imported plastic fragments for production inputs.
National Technical Regulation on imported paper scrap.
National Technical Regulation on imported glass scrap for production inputs.
National Technical Regulation on imported non-ferrous metals (e.g., aluminum, copper) for production inputs.
Under Vietnam’s Environmental Protection Law 2020 and Decree 08/2022/ND-CP, producers and importers must comply with Extended Producer Responsibility (EPR).
From 2024 onwards, recycling responsibilities apply to packaging and products such as plastic, paper, metal, and glass.
These codes ensure that imported scrap materials meet environmental standards before being used in manufacturing.
Vietnam uses QCVN codes to regulate recycling and imported scrap.
The codes cover five main categories: iron/steel, plastic, paper, glass, and non-ferrous metals.
Businesses must comply with these codes to import scrap legally and meet EPR obligations.
